Family: Jasper is one part of a vampire coven that essentially are his family. Outwardly, each member of the coven portrays themselves to the world as members of a nuclear family…the coven leader Carlisle and his partner, Esme, as the father and mother figures respectively, Edward Cullen, Emmett Cullen, Alice Cullen, and Rosalie Hale as his brothers and sisters (Rosalie is oft presented as his twin sister). Though, the familial bonds of the coven differ greatly and run more deeply than the actual relation they portray, and is slightly incomprehensible to those outside of the vampiric world.
Physical Description: Like all vampires of his line, Jasper is startlingly attractive. He is muscular, but not bulky, and has soft, but alluring features.

Personality: Jasper tends to be a little less amicable than the rest of his family, and quite a bit more introspective, due mainly to the fact that his ability to read emotions makes it very difficult to interact without potential of displacement of emotional distress of his own. Beyond this, Jasper also has tendency to be really cool in his approach things, as his history is a lot more violent than the rest of Cullen coven and he tends to approach things with a world-weary view.
Quirks/Traits: Jasper tends to observe before he leaps, and thus can be really quiet unless he feels it is necessary to speak up.
Likes: Motorcycles, Alice, Charlaine Harris’ Southern Vampire series
Dislikes: Werewolves, other vampires (with the exception of his family), and any time he is not able to assert his control over himself.

Friends: Jasper tends to only associate with the members of his coven.

History (from the beginning to now; assume we don't know anything about your character, other than what you've already provided above):

Born in 1843, Jasper Whitlock was a member of the Confederate Army in Texas during America’s Civil War. A kind, and sensitive young man, his main focus in war was not so much the slaughter of innocents as the rescuing of innocents…an empathic nature that would later inform the development of his emotive abilities in his undead life. It was during one of his attempts to rescue civilian women caught in the crosshairs of war that he was turned into a vampire by Maria, an evil vampress who recruited him for a civil war of her own: a war of dominance amongst the newborn vampires of the American south.

Fighting at Maria’s side as her second-in-command for many decades, Jasper was responsible for the slaughter of many humans and vampires alike. It was not until later years that his empathy ability finally took its toll…the emotions of those he murdered weighed on him until he could take it no longer…the pain and fear seeping into his very core. He left Maria’s service (and not amicably) and eventually joined Carlisle Cullen and his coven of vampires who believed in the sanctity of life…and chose to no longer kill or feed on humans. It was in his joining of the Cullen family that he also met his soul-mate, Alice…a vampire with clairvoyant powers who had predicted their love long before they met. With his happiness and love found, Jasper was able to settle in and start a new life.

Despite being the newest addition to the Cullen coven, he is also the oldest, second only to Carlisle himself. It is because of his experience as a vampire, especially with the darker side of the species, that Jasper is an essential cog to the Cullen system, providing experience and knowledge of the vampire world that his brothers, sisters, and even Carlisle does not have.

Jasper to this day struggles with his past, especially due to the fact that he has consumed more human blood than any other member of his family, and thus the memory of its hold over him is a craving that still, on occasion, returns…strongly.

Talents: Jasper has the ability to manipulate the emotions of those around him, and can adjust the feelings of someone as he sees fit. In relation to this, Jasper is also an empath and can feel and read the feelings of those around him
Strengths: In addition to his emotion reading ability, Jasper has all the strengths of a vampire of his line. He’s incredibly fast and agile, has super senses (hearing and scent), nearly impenetrable skin, and is immortal.
Weaknesses: Blood. Unlike the rest of his coven, Jasper has not been off human prey for too long, and thus the draw of blood creates an insatiable lust in him that his brothers and sisters are able to overcome. Despite his good intentions, due to this weakness Jasper is INCREDIBLY dangerous to unprotected humans with open wounds.
Long-Term Goals: Like any immortal, the idea of long-term for Jasper is quite different than someone faced with the immediacy of a short life span. Jasper’s ultimate long-term goal is to live quietly and peacefully with his love, Alice. Though, due to the nature of his life, this may not be possible.
Short Term Goals: Jasper is going to arrive in Sunnydale on behalf of Alice, and take over where she left off.
Other things you feel are relevant: Jasper is too new to the world of the ‘good’ vampire to not be a potential liability in a town like Sunnydale, where blood tends to flow freely and often. The revelation of several different vampire lines converging on town may also cause a level of uncertainty to his newly established ideals. Jasper, of all the Cullens, has the most potential to be debased from his current position of good guy.
